The screening policy for renters will be undertaken by new laws of Florida State. The number of tenants began to increase in The Lakes of Boca Raton when the economy started to tumble. Boca Raton is the only zip code that did not have functioning screening policy for tenants. The owners could let out to any and everybody and the other residents did not have any say in the matter.

But from 1st July the situation is going to change. Anybody wanting to be a tenant would have to produce documents and their criminal record and history of employment, past tenancies and credit histories scrutinized.

Alan Kellock, the chairperson of the documents committee said, “It only takes one renter to make owners aware of the potential problems of letting anyone live there. Simply by saying we have that obstacle to get past for renters discourages people who know they’ll never get approved.”

The complexion of many communities has changed with the increase in tenants since the onset of the housing crisis and foreclosure. West Boca is one of them. Absentee owners of houses and condos are scrambling to cling on to their properties waiting for the real estate market to improve before selling them. Meanwhile they are renting out the units to tide over the bad days.

In a recent meeting of West Boca Community Council the impact of the growing number of renter was discussed. The committee comprises of 120 members. The meeting updated the new and comprehensive state law (1196) on condominium and homeowner’s associations. It will become effective from 1st July.

Attorney Donna DiMaggio raised many questions about how to tackle the absentee owners who were not contributing towards maintenance and the banks who were not looking after repossessed house. These were the two major problems the communities were up against.

Questions on renting too were raised as communities want to rent out the vacant units and raise funds for maintenance. The members asked if the new law would permit the associations to continue with the practice of going to court to possess abandoned units so as to rent these out. The answer was in the affirmative. It was also asked if the new recent law would make it easy for squatters and drug addicts to move in because of banks taking time to take over ownership. The answer was in the negative.
